✅ Town of The Blue Mountains Launches New CIP
The Town is pleased to announce the launch of Reaching Our Peak: The Town of The Blue Mountains Community Improvement Plan. The new Community Improvement Plan (CIP) is designed to stimulate investment, strengthen local businesses, support agriculture and agritourism, revitalize commercial areas and help increase the supply and diversity of affordable housing across the municipality.
The new CIP reflects the Town’s commitment to build a strong and diverse economy while using financial incentives to help address local housing needs. By helping to offset some of the costs associated with development and redevelopment, the CIP provides the Town with a practical tool to encourage the creation of new housing units.
Key changes include expanding the CIP Project Area to include the entire municipality and introducing a simplified, always-open application process, making it easier for businesses, property owners and other eligible applicants to access programs across the community.
The plan includes 19 incentives supporting housing, entrepreneurship, agricultural diversification and agritourism, business expansion and community revitalization. Housing-focused incentives are designed to address different barriers to creating new housing, including development charges, project feasibility, construction costs and the creation of additional residential units. The CIP includes programs specifically supporting rental housing and other housing projects across the community. For example, the CIP includes a Development Charges Equivalent Program of up to $250,000 for eligible housing units, a Housing Feasibility Program of up to $25,000, a Rental Housing Grant of up to $10,000 per unit to a maximum of $150,000 per project, and an Additional Residential Unit Program of up to $20,000.
These programs were developed in response to community priorities identified through resident surveys, stakeholder workshops and public meetings. Property owners, businesses, developers, non-profit organizations and other eligible applicants are encouraged to review the program details and explore how the CIP can help bring their projects to life.

About Community Improvement Plans
A Community Improvement Plan is an economic development and planning tool enabled through the Planning Act that allows municipalities to encourage development, redevelopment and community revitalization through financial incentive programs. For the Town of The Blue Mountains, the new CIP provides a practical way to encourage private investment in projects that advance important community priorities, including increasing housing options, strengthening the local economy and supporting long-term community prosperity.
The new CIP directly supports the priorities outlined in the Corporate Strategic Plan, including the Town’s objectives to support the creation of diverse housing options across the affordability spectrum and foster an “open for business” environment for local businesses and industries.
