Collingwood re-launches Rapid Additional Residential (ARU) Initiative

Collingwood, ON [23 August 2024] – Calling all Citizen Developers! Do you have room in your backyard for a small home? Could your basement be converted into an apartment? The Town of Collingwood is re-launching the Rapid Additional Residential Unit (ARU) Initiative with important program updates, including a minor program name change, more financial incentives available to homeowners to build ARUs, new pre-approved designs and zoning updates that could allow up to four dwelling units per residential or rural property! 

ARUs are smaller residential living units that can be within the main dwelling, such as a basement apartment or detached from a home, such as a dwelling above a garage or a fully separate space like a coach house. Smaller units offer a more affordable housing option for people in the community and are more frequently rented than main dwellings. 

“The Rapid ARU Initiative 2.0 is a neighbours-helping-neighbours approach to addressing the affordable housing crisis,” says Mayor Yvonne Hamlin. “We’re calling on empty nesters, seniors, new homeowners – or anyone who is ‘over-housed’– to consider how that extra space might help folks in our community who are struggling to afford a roof over their head and could give you a much-appreciated bump in income in these times of rising costs.”

The Rapid ARU Initiative 2.0 is kicking off with the offering higher financial incentives, increasing from $5,628.62 to $10,000 for Collingwood property owners who build an ARU and rent it out year-round for a minimum of five years. “Adding an ARU can take some investment, but this incentive funding will help address some of the upfront costs and fees related,” says Jack Vanderkooy, Interim Chair of the Affordable Housing Task Force. “By agreeing to rent it out year-round, homeowners will help give our working community or other modest income households struggling to find housing a place to call home.” 

The Rapid ARU Initiative includes a design gallery with pre-approved detached ARU designs to offer a faster, easier and more predictable design and permitting process. The gallery showcases designs that have been pre-approved by the Town of Collingwood’s Building Services Department. 

Town Council has also approved changes to Zoning rules for ARUs, making it easier to build backyard homes and other forms of ARUs. Every residential and rural property is allowed to have up to 4 dwelling units, including the main dwelling and up to 3 ARUs, but still must conform setbacks and lot coverage restrictions. Updates also include minor increases to height allowance and reducing minimum parking requirements. These changes will not be in place until the Town’s new Official Plan is approved by the County of Simcoe, which is anticipated to be inr September.

Shipyard Social and Collingwood Terminals projects part of Collingwood Museum’s busy September lineup 

Collingwood, ON [23 August 2024] – The Collingwood Museum invites you to celebrate a month of activities, kicking off with the annual Shipyard Social and special Collingwood Terminals offerings during September. 

Celebrate the men and women of the Collingwood Shipyards at the 8th annual Shipyard Social on Saturday, September 7. This year’s event begins with the popular “Hardhats on Hurontario” march, departing Town Hall at 11:30 a.m. Shipyard workers are encouraged to bring their hardhats if they still have them. Participants (including community members) can pick up a hardhat from Museum staff between 11:00 a.m. and 11:30 a.m. beside Town Hall. A courtesy cart will be available to assist with transportation. Scooters and assistive devices are welcome in the procession along the Simcoe Street sidewalk. 

At 12:00 p.m. sharp a group photograph of former shipyard employees will be taken at the Collingwood Museum. For the remainder of the afternoon, the community is invited to participate in a social gathering on the museum grounds. Everyone is invited to explore the museum’s exhibits, including a special photograph installation by local author-photographer George Czerny-Holownia. A slideshow of special moments from past Shipyard Socials will also be displayed. Admission to the event is free. Food and beverages will be available for purchase.

Parking will be available at the Collingwood Museum as well as the HarbourEdge Centre at 40 Huron Street. The Town of Collingwood’s courtesy cart will be available to assist with transportation to and from the site.

The Museum is also honouring the history of the Collingwood Terminals with three exciting offerings throughout September. The fourth season of the Museum’s popular podcast, Stories from Another Day, drops on Tuesday, September 3 at 9:00 a.m. with a special episode that discusses the histories of Collingwood’s three grain terminals. Find this episode on Spotify, or wherever you get your podcasts. 

In conjunction with the Terminals Point Project, Collingwood Museum staff are running a caption contest for the Museum’s newest T-shirt design that will feature one of the earliest depictions of the iconic structure. Submissions are being received in-person at Town Hall or online at Engage Collingwood – Terminals Point page until 4:30 p.m. on Monday, September 9, 2024. Rounding out the month, the Collingwood Museum will be launching an online collection of photographs and objects relating to Collingwood’s three grain terminals on September 15. Over 250 photographs, dating back to 1855, will be available to explore from the comfort of your home or smartphone device. People want climate action!

Most people understand that the climate crisis is real, and they want their leaders to do something about it. That means politicians who deny the problem or refuse to address it are not just putting people and the planet at great risk, they’re also going against the wishes of those they were elected to serve.

A recent global survey found that 80 per cent of people want their country to do more about climate change and 72 per cent want their country to shift quickly from fossil fuels to renewable energy — including 90 per cent in fossil fuel–producing countries!

The Peoples’ Climate Vote 2024 — the “world’s largest standalone survey on climate change” — conducted by the United Nations Development Programme and the University of Oxford, asked people in 77 countries, representing 87 per cent of the world’s population, for their views on climate change.

It also found 78 per cent want more protection for people most vulnerable to extreme weather and 79 per cent want wealthy countries to help poorer countries adapt to climate change impacts. Eighty-one per cent also want their countries to protect and restore nature.

Many polls have yielded similar results, including in the United States and Canada. A recent Gallup poll found about two-thirds of people in the U.S. are concerned about climate change. Even in “conservative” Florida, a survey “found that 90 percent of respondents believe climate change is happening.” The Florida Atlantic University poll found around 70 per cent support state and federal action to address climate change.

A poll conducted last year found 72 per of people in Canada are concerned about climate change. The number was higher in provinces such as Quebec, at 84 per cent, but lower in Alberta, at 55 per cent.

There are good reasons for public support, beyond mitigating a crisis that threatens our very survival. Shifting to renewable energy reduces pollution and related health issues, including premature death. It reduces monopoly control over energy, as well as the price volatility and rising costs associated with gas, oil and coal power. It creates employment and helps the economy. Done right, it can even reduce inequalities.

So, why aren’t we doing more? Why are so many politicians still prioritizing the polluting fossil fuel industry’s interests over climate action and most people’s wishes?

One factor is that many people, including politicians, underestimate public support for climate action. A study in Nature Communications found 80 to 90 per cent of people in the U.S. thought that just 37 to 43 per cent of the population support climate policies, when the actual number is 66 to 80 per cent.

Other factors include greed, ideology and fossil fuel industry mis- and disinformation. Fossil fuel companies donate considerable amounts of money to subservient politicians and political causes.

As for ideology, it’s difficult to figure out why so many “conservatives” have shifted to anti-environmental positions. Political leaders, including former U.K. Prime Minister Margaret Thatcher, U.S. President George H.W. Bush and Canadian Prime Minister Brian Mulroney, championed climate and other environmental policies in the late 1980s and early 1990s. But the fossil fuel industry, in covering up, denying or downplaying the growing evidence for human-caused climate disruption — some from its own scientists — shifted the political conversation.

When politicians must seek re-election every few years, digging up and selling off “resources” is an easy, albeit short-term and short-sighted, way to boost the economy — especially under economic systems that reward profit at any cost to human health and the environment. Wastefully burning massive amounts of finite stores of gas, oil and coal increases gross domestic product, or GDP, an outdated way to measure progress.

Even if many people don’t fully understand the science behind global heating and its increasingly terrifying impacts, most can see that something is wrong and that we must do all we can to overcome the crisis. Most also understand that the problem is not a lack of solutions; it’s a lack of political will.

Far more people care about climate disruption than those who refuse to budge, and our numbers are growing! The fossil fuel industry has had its day. It’s time to move on. People have the power. Let’s use it!
